King Davis is Executive Director of the Hogg Foundation for Mental Health Services, Research, Policy and Education. He has held this position since April 2003. He was appointed to the Robert Lee Sutherland Chair [Professor] in Mental Health and Social Policy at the University of Texas at Austin, School of Social Work in January 2000.

King was a professor of Public Mental Health Policy and Planning at the Virginia Commonwealth University, Richmond Virginia, from 1984-2000. He held the Galt Scholar Chair at each of Virginia’s medical schools departments of psychiatry from 1985-1988. From 1998-1999, he was the holder of the William and Camille Cosby Chair at Howard University, Washington D.C. Also in 1998, he was appointed to the Libra Chair in the School of Business and Public Policy at the University of Maine. He taught at Norfolk State University School of Social Work from 1974 to 1984.

Professor Davis was awarded the Ph.D. from the Florence G. Heller School for Social Policy and Management at Brandeis University in 1971. He holds the masters and bachelor’s degrees in social work (concentration in mental health) from California State University in Fresno California.

Davis is a former Commissioner of the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services, serving from 1990 to 1994. He managed 17 inpatient facilities, 40 community mental health centers, and a staff of 17,000. His research interests focus on mental health finance, organizational cultural competence, and the impact of mental health policy as a vehicle for change in mental health systems. He is co-author of The Color of Social Policy, published in March 2004 by CSWE Press.

Currently, the Hogg Foundation is funding and evaluating three priority initiatives: integrated health and mental health services; cultural adaptations of evidence based practices; and, mental health workforce development.


This web cast is produced to meet a range of continuing education needs for professional and allied mental health staff currently working in rural and frontier areas.

Participation will qualify for the provision of CME and CEU hours and will be archived on the WICHE web site enabling those unable to view the live broadcast to view the training session at any time afterward.

There will be no cost to the training consumer for viewing the web cast live or asynchronously, and minimal costs for those wishing to obtain CD formats.
