Setting the
Stage: Integrating Appropriations, Tuition, and Financial
Aid Policies
The
opening plenary speaker and panel will engage leaders in a
discussion of major issues around alignment of financing and
financial aid policy to improve access to and success in higher
education for all students. Representatives from key constituencies
– public policy and institutions – will discuss
their perspectives on the challenges that these issues raise.

Connecting
the Dots: Federal and State Decision-Making
Among
the federal policy issues facing higher education are financial
aid and proposed federal legislation that would penalize colleges
that raise tuition too high by preventing them from participating
in some federal student financial aid programs. This interactive
session will provide a forum in which participants can discuss
how these decisions at the federal level interrelate with
decisions made at the state level.

Is There
Light at the End of the Tunnel? The Outlook for Revenue Streams
and Higher Education
The question on
many people’s minds is what does the future hold for
the financing of higher education? After years of states increasing
their financial support for colleges and universities and
contributors being extremely generous, the honeymoon is over.
In this session, participants will examine the changes that
have occurred in revenue sources, tuition, and financial aid
in the recent past and will look at near-term indicators and
examine the sentiment among policymakers and institutional
leaders as to the likelihood that there is light at the end
of the tunnel.

Retention Strategies that
Work
A new project at
Syracuse University is conducting a six-year longitudinal
quantitative and qualitative study of the impact of innovative
academic assistance programs on the long-term success of underprepared
and underrepresented urban college students. This session
will examine how state and systemwide policy can complement
institutional efforts to increase student retention.
